International financial organizations
To ensure the growth of investment opportunities and creating a positive image of Kazakhstan the Bank pays special attention to developing cooperation with international financial organizations. The Bank strives to learn and use the experience of other successful development institutions through participation in various associations, interaction with international institutions, continuous training, and participation in various conferences, forums and seminars. Business relations with major financial institutions allow the Bank to attract more foreign investors which favor the economic diversification.
To this effect, the Bank conducts various international events, attended by representatives from international financial institutions, rating agencies and audit companies, as well as interested investors.
Since 2005, the Bank is a full member of the Interbank Consortium (IBC) of the Shanghai Cooperation Organization (SCO). From October 2007 to October 2008, the Bank served as Chairman of SCO Interbank Consortium. In 2010 the bank in the second time was elected as a Chairman of the IBC for the period from October 2010 to October 2011.
Since 2003, the Bank is a member of the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP) and serves on the Board of Directors.
Confirmation of successful international activity of the Bank is the various awards of international financial institutions. In 2005, Euromoney, the international financial magazine, has awarded the Bank the title of "The most dynamic development bank in the world". In 2006, Euromoney named the Bank as the winner in the category of "Leading Bank in Corporate Governance in Central and Eastern Europe." In addition, ADFIAP awarded the Bank's projects in 2005, 2007 and 2009 as the best in the field of transport and energy infrastructure, communications and technology.
In order to expand its activities, the Bank actively cooperates with major international financial institutions. Since the foundation the Bank signed memoranda and agreements with such organizations as Vnesheconombank of Russia, Korean Development Bank, European Bank for Reconstruction and Development, Islamic Development Bank, Japan Bank for International Cooperation (JBIC), China Development Bank, Turkish Development Bank, Merrill Lynch, ABN AMRO, UBS, Bank of America, Export-Import Bank of USA, World Bank, HSBC Amanah Malaysia Berhard, Export-Import Bank of Turkey, European Investment Bank, Deutsche Bank, Bank of Tokyo Mitsubishi UFJ, Export-Import Bank of Malasia, BNP Paribas, Export-Import Bank of Korea, Export-Credit agency COFACE and etc.
Financial institutions of the Republic of Kazakhstan
Given the priorities of further modernization and diversification of the national economy, the Bank believes that by combining the principles and practices of financial institutions and institutions of development of the Republic of Kazakhstan, mutually beneficial cooperation will contribute to the breakthrough projects of regional and international significance, and new investments in priority sectors of Kazakhstan's economy.
The Bank is a member of the Association of Financiers of Kazakhstan, which is responsible for financial development of the market, improving the regulatory legislation and close cooperation with the state authorities. In a relatively short period of activity most financial market participants, including banks, insurance companies, pension funds, auditing and consulting companies, scientific and educational institutions united under the auspices of the Association of Financiers of Kazakhstan.
In the framework of interaction with the second-level banks the Bank is considering possible forms of cooperation in various spheres: Co-financing of investment projects in the fields of metallurgy, machinery, chemicals and petrochemicals, pharmaceuticals, textile and food industries, transport infrastructure and logistics, building materials and construction, energy (power plant , nuclear power plants, cogeneration and alternative energy sources); provision of syndicated loans by generally accepted international banking practices, organization of financing of export operations, lease financing of investment projects, exchange of experience and knowledge gained in their respective fields, through the participation of representatives in internships, seminars , conferences, trainings, business meetings and other events.
The first step towards long-term cooperation was the Agreement on Cooperation in the field of co-financing projects between the JSC "Development Bank of Kazakhstan” and JSC “Alfa-Bank", JSC "Alliance Bank", JSC "BTA Bank", JSC "BankCenterCredit, JSC “Kazkommertsbank", JSC “Halyk Bank”, which laid the foundation for investment cooperation. Also under the plan of priority actions to ensure the stability of the financial sector and the economy of Kazakhstan the Bank actively cooperates with second-level banks in refinancing of long-term investment projects in accordance with investment priorities and the Bank's credit policy.
Public authorities
Since the beginning the Bank pays great attention to strengthening cooperation with the state bodies of Kazakhstan. Ensured regular reporting to the President of the Republic of Kazakhstan, the Parliament, the Government, JSC "NWF “Samruk-Kazyna" and other government bodies within their competence (National Bank of Kazakhstan, Agency on Regulation and Supervision of Financial Market and Financial Institutions, etc.). Representatives of the Bank are actively involved in the work of intergovernmental commissions, committees and subcommittees on bilateral cooperation, in meetings, seminars and other events held by the Government of Kazakhstan and state authorities.
In the selection of investment projects and export operations financed by the Bank, as well as to successfully implement them on a regular basis the following work conducted:
• targeted regional tours on ongoing and new projects and operations;
• communication with the local executive authorities (the Bank regularly submits to akimats information on approved for implementation, pending and rejected projects in the region);
• active participation in the national and regional conferences, seminars, forums and meetings.
Development Institutions
In order to improve efficiency, ensure coordinated efforts and risk sharing in the long-term investment the Bank works on the organization and maintenance of strategic partnership with development institutions of the country.
In the process of creating a unified system of cooperation between development institutions the Bank signed the bilateral memorandum on mutual cooperation with JSC "State Insurance Corporation for export credits and investments", JSC "Investment Fund of Kazakhstan", JSC "Center for Engineering and Technology Transfer", JSC “Corporation on development and export promotion".
