The SPIID and the development of oil refining in Kazakhstan

Part of the extracted oil goes to refineries located in Shymkent, Atyrau, Pavlodar, Aksay, etc. Modernization of large refineries financed by the Development Bank of Kazakhstan (a subsidiary of Baiterek Holding) within the framework of the State Program for Industrial and Innovative Development for 2015-2019 (hereinafter - the Program), contributed to the expansion of their production capacities for refining oil into high-value products.

As it was noted by the President of the Republic of Kazakhstan Kassym-Zhomart Tokayev at the July Expanded Meeting of the Government, the Program allowed to maintain the share of the manufacturing sector in the economy and create new industries that previously didn’t exist in Kazakhstan. Thus, as part of Industrialization, the Atyrau Oil Refinery launched a new production complex for the production of aromatic hydrocarbons, which makes it possible to annually produce petrochemical products such as paraxylene and benzene in the amount of 496 thousand tons and 133 thousand tons, respectively. Soon it is expected to put into operation a new complex for advanced petroleum refining, which will increase the volume of production of light petroleum products. As a result of the modernization, the company will increase the volume of refining to 5.5 million tons of oil per year.

The reconstruction of the Shymkent Oil Refinery will increase the capacity of the refinery to the level of 6 million tons per year and the refining depth will be raised to 90%, as well as ensure production in accordance with Euro-4 and Euro-5 Standards. 

The modernization of the Pavlodar Petrochemical Plant made it possible to bring the quality of gasoline to Euro-4 Standard, and summer and winter diesel fuel - to Euro-5 Standard.  

Capacity addition of the low-tonnage oil refinery of Condensate JSC in the West Kazakhstan region allowed to adjust production of high-octane gasoline and diesel oil of Euro-5 Standard, as well as gasoil cut, vacuum gas oil, and flux.

"The total cost of projects in the field of petrochemicals in the portfolio of the DBK exceeds 2.2 trillion tenge, while the volume of credit funds from the Bank in these projects is more than 960 billion tenge. Thanks to the modernization, the total capacity of the above-mentioned refineries is more than 16.6 million tons per year. In general, lending to projects in the manufacturing industry is the mandate of the Development Bank of Kazakhstan, as well as its function as the operator of the State Program for Industrial and Innovative Development for 2015-2019. The main objective of the DBK Customer Relations Directorate in the petrochemical industry is to provide financial support for projects aimed at the high redistribution of hydrocarbons", highlighted Serik Akhmetov, Senior Banker of DBK.

It is worth noting that within the second five-year plan of industrialization, the Bank approved and financed 13 projects, including the construction of a plant for the production of ferrosilicon in Karaganda, a plant for the production of power transformers in Shymkent, and Aktobe Rail and Beam plant, a poultry farm for broiler growing in Akmola region. More than 2.5 thousand jobs were created at these enterprises.

  • Loan amount: from 7 billion tenge
  • Loans for food and beverage companies are provided with a loan in the amount of from 3 billion tenge
  • Funding currency: tenge
  • Loan term: 5 to 20 years
  • The amount of the company's own financial participation depends on the selected credit instrument provided by the DBK.
