Today, the demand for the main types of fuels and lubricants in the domestic market is fully covered by the own production capacities of domestic refineries. In recent years, in order to eliminate the shortage of petroleum products in the domestic market and reduce dependence on imported fuel supplies, a large-scale modernization of the refinery has been carried out. In 2018-2019. the modernization of three main Kazakhstani refineries was fully completed.
The modernization and reconstruction of three industry-forming refineries in Atyrau, Shymkent and Pavlodar was carried out within the framework of the State Program for Industrial and Innovative Development for 2015-2019, mainly at the expense of borrowed funds from the Development Bank of Kazakhstan (a subsidiary of the Baiterek holding).
“The Development Bank of Kazakhstan, as a national development institution, makes a significant contribution to the development of non-resource sectors, the oil refining industry is one of the Bank's priority sectors. The total volume of credit funds allocated by the Development Bank to finance projects in the oil refining sector amounted to about US $ 2.8 billion” - said Serik Akhmetov, senior banker of the DBK Client Relations Department.
Funding for the Atyrau Oil Refinery was aimed at increasing productivity, as well as building a new complex based on a plant for the production of aromatic hydrocarbons (benzene and paraxylene).
To improve the quality of products and bring them up to the level of requirements of environmental classes K4 (gasoline) and K5 (diesel fuel), a long-term loan was provided to the Pavlodar petrochemical plant.
The modernization and reconstruction of the Shymkent Refinery (hereinafter referred to as the ShNPZ) consisted in increasing the capacity of the plant for processing raw materials to the level of 6.0 million tons per year and the processing depth up to 90%, as well as in the production of products in accordance with the K-4 and K-5 standards.
In addition to the three main domestic refineries, the Development Bank financed a project to expand the capacities of the Condensate JSC refinery to increase the production of light petroleum products and expand the range of the company's products, which allowed the refinery to enter the list of large refineries.
It should be noted that the Bank is considering investment projects aimed at further redistribution of hydrocarbon raw materials, at the development and creation of petrochemical plants in the country. Thus, the Bank financed the project of Shymkent Chemical Company LLP (hereinafter - SHK) for the construction of a plant for the production of methyl tert-butyl ether in Shymkent, the construction of which is planned to be completed in early 2021.
The goal of the project is to develop the petrochemical industry in Kazakhstan by increasing the depth of processing of petrochemical raw materials (butane-butylene fraction obtained during processing at the ShNPZ as part of its modernization. Further processing of the butane-butylene fraction at the SHK plant will allow organizing the production of methyl tert-butyl ether, which ShNPZ will be used for the production of high-octane gasoline of ecological classes K4 and K5.
