Marat Yelibayev, Chairman of the Management Board of Development Bank of Kazakhstan JSC (a subsidiary of Baiterek Holding), paid a working visit to the Akmola Region and the city of Kokshetau.
A key event of the visit was a meeting with Marat Akhmetzhanov, Akim of the Akmola Region. The parties discussed the region’s socio-economic development, ongoing and prospective investment projects, as well as further cooperation between the region and the Development Bank of Kazakhstan.
The Head of DBK noted the positive dynamics of the region’s socio-economic development based on the results of 2025. In particular, the gross regional product of the Akmola Region increased by 6.6%, investment in fixed capital grew by 53.1%, and the volume of construction work rose by 24.4%.
The meeting also reviewed promising initiatives currently undergoing the Bank’s assessment. These include projects for deep grain processing with a capacity of 1 million tonnes per year, deep egg processing with a total value of KZT 30 billion, the construction of the Kokshetau Combined Heat and Power Plant, and a clinker production plant.
Marat Yelibayev also visited the construction site of a 630-bed multidisciplinary hospital in Kokshetau, where he reviewed the progress of one of the region’s largest social infrastructure projects. The project is being financed through syndicated financing under a public-private partnership mechanism.
The next site visited was the Makinsk Poultry Farm, with an annual production capacity of 90,000 tonnes of poultry meat. The implementation of such projects contributes to strengthening the country’s food security and promoting the development of the agro-industrial sector.
Special attention during the visit was also given to enterprises supported by the Bank under pre-export financing operations. The Chairman of the Management Board of DBK visited Novopack, a company specialising in the production of big bags, as well as Kokshetau-Melinvest, which produces feed flour.
Projects implemented by the Bank’s subsidiary, the Industrial Development Fund JSC, were also reviewed separately. With the participation of the IDF, a brick plant with an annual capacity of 40 million units has been launched in the Akmola Region, while forest fire detection systems worth KZT 3.2 billion have been introduced. In addition, the Eco-Dump waste sorting complex, with a capacity of 150,000 tonnes per year, and an agricultural machinery production project by Kazrost Engineering Ltd are currently at the financing stage.
In addition, with the participation of DBK, KazAvtoZhol NC JSC is carrying out medium repairs on 25 sections of national roads in the region, with a total length of 563.3 km.
Marat Yelibayev highlighted the strategic importance of the Akmola Region in shaping the country’s industrial framework and confirmed the Bank’s readiness to further expand cooperation. DBK will continue to provide comprehensive support for the region’s strategic initiatives aimed at modernising the industrial sector, strengthening food security, and improving the quality of social infrastructure.
Overall, over its 25 years of operation, the Bank has financed 218 investment projects and 151 export operations totalling KZT 19 trillion. As a result of this work, 151 new enterprises have been launched across the country, creating more than 38,000 jobs. In 2025 alone, the Bank provided financing for 77 projects totalling KZT 2.3 trillion.
