How the new “Maslo-Del” plant financed by the Development Bank of Kazakhstan operates

The Development Bank of Kazakhstan JSC (a subsidiary of Baiterek National Managing Holding, hereinafter – DBK, the Bank) organised a press tour for media representatives to the “Maslo-Del Petropavlovsk” facility.

Recently, the Prime Minister emphasised the critical importance of strengthening the country’s self-sufficiency in domestically produced food and instructed the Government to scale up production in the agri-food sector.

“Maslo-Del” – one of the largest processing enterprises in Kazakhstan and a long-standing leader in the dairy and fat-and-oil industry since 2006 – fully aligns with these national priorities. The company operates a complete production cycle, from the processing of oilseeds and milk to the release of finished food products, with an annual output of 180 thousand tonnes.

Last year, with the support of DBK, the company launched a new oilseed extraction plant. The Bank’s investment in the project amounted to 11 billion tenge.

“Maslo-Del is a clear example of how investments in deep processing generate tangible results — hundreds of new jobs and the production of goods that are in demand both domestically and internationally. We are pleased that DBK’s contribution is helping the company grow and strengthen the entire sector. The launch of the extraction plant is a significant step for Kazakhstan’s processing industry, enabling the country to move away from exporting raw materials and towards producing competitive, high–value-added products,” noted DBK banker Adilzhan Narik.

The launch of the plant created 270 new jobs. The facility specialises in the deep processing of sunflower, rapeseed and flax seeds. The project focuses on producing value-added products: vegetable oils, oilseed cake, meal, lecithin and biofuel pellets. Part of the output is already exported to China and Russia.

The production capacity of the new plant is substantial:

  • processing up to 1,500 tonnes of raw material per day;
  • oil output – 200 thousand tonnes per year;
  • production of cake and meal – 300 thousand tonnes per year;
  • lecithin – 5,400 tonnes per year;
  • pellets – 110 thousand tonnes per year.

During the presentation, Pavel Selivanov, General Director of Maslo-Del LLP, briefed media representatives on the structure of the company and the new plant, the production scheme, and the objectives and results achieved thanks to investment support.

“DBK’s support enabled us to significantly increase exports. We started with 3 billion tenge in 2014, and now this figure has reached 28 billion. Support from the Bank means access to finance, and timely working capital during the peak season directly affects our ability to procure larger volumes of oilseeds. The market is highly competitive — the more we can purchase, the stronger our position,” Selivanov emphasised.

The head of the company led a tour of the production site, familiarising the press with its workshops, equipment and technological processes.

“We currently have an expansion project under review at DBK. We intend to increase our drying and storage capacities for oil and seeds. We are also considering a modernisation project for the fat-and-oil plant in Almaty, totalling 5 billion tenge. We have an extensive pipeline of investment and export-oriented initiatives,” Selivanov added.

Media representatives had the opportunity not only to ask questions about the plant’s operations directly to its management but also to gain first-hand insights into current trends within Kazakhstan’s food-processing industry.
