From Renewables to Electric Buses: How DBK is Advancing Kazakhstan’s Green Agenda

Ahead of the Regional Environmental Summit, the Development Bank of Kazakhstan (a subsidiary of Baiterek Holding, hereinafter – DBK, the Bank) is showcasing its green projects that are helping to accelerate the country’s transition to a low-carbon model.

To date, more than 800 MW of renewable energy capacity has been commissioned with DBK’s participation. In effect, every fourth green megawatt in the country has been made possible with the Bank’s support. These include large-scale projects such as the 150 MW Khromtau Wind Farm, the 50 MW Sarkylmas Kuat Wind Farm, the Mistral and EcoProTech solar power plants, as well as hydropower stations on the Turgusun and Baskhan rivers. The geography of these initiatives continues to expand, forming a new energy base, while additional gigawatt-scale renewable energy projects are already under consideration by the Bank.

DBK is also actively financing the modernisation of critical infrastructure, including the conversion of CHPP-2 and CHPP-3 in Almaty from coal to gas. Once launched, these high-capacity projects will bring about a radical improvement in air quality in the city.

A similar transformation is under way in industry. The Bank has financed the modernisation programme of Qarmet JSC, supporting the company’s transition from coal to gas, which directly reduces sulphur emissions and particulate matter released into the atmosphere.

DBK is also taking strategic steps to develop cleaner fuels. The BioOperations plant processes more than 200,000 tonnes of wheat per year and exports Kazakh bioethanol to Europe, the United States and the CIS. Meanwhile, the launch of the country’s first alkylate production facility, with an annual capacity of 97,600 tonnes, will enable Kazakhstan to switch to top-grade Euro 5 fuel.

The environmental transition is also reshaping cities. Through the Industry Development Fund, financing has been provided for the procurement of 342 electric buses and for the implementation of 22 household waste processing projects worth KZT 89 billion. This will help increase the share of waste sorting in the country to 40%.

Environmental standards are also being introduced at enterprises such as Maslodel-Petropavlovsk and QazaqAstyq Group, where their own biofuel is used instead of coal, ensuring waste-free production.

In addition, the Bank became the first financial institution in the country to receive accreditation from the Green Climate Fund, reflecting the transparency and high significance of the initiatives supported by DBK.

In this way, DBK’s investments are becoming a guarantee of future generations’ right to live in a technologically advanced and clean country, where economic progress is balanced with care for the environment.
