Abay Sarkulov was born on August 13, 1981 in the Aktobe region. In 2003, he graduated with honors from the Faculty of Economics of Aktobe Regional State University named after K. Zhubanov with a degree in Banking.
Abay Sarkulov began his career in the Development Bank of Kazakhstan in March 2007, having gone from the manager of the Infrastructure Projects Lending Department to the Deputy Chairman of the Board. From February 2017 to April 2019, Abay Sarkulov headed the executive body of Damu Entrepreneurship Development Fund JSC. Abay Sarkulov was appointed Chairman of the Board of DBK in April 2019, he replaced Bolat Zhamishev in this post.
