DBK projects in Pavlodar region

Thus, Aluminum of Kazakhstan JSC received financing from DBK under the “Nurly Zhol” program for an export operation with the aim of producing alumina (raw material for aluminum production) with subsequent sale under sales contracts. The enterprise received 3 billion tenge for the first limit for a period of 3 years and $ 70 million for the second limit for a period of 5 years. In addition to deliveries to the domestic market, the company exports alumina to Russia, China and Tajikistan.



Kazakhstan Aluminium Smelter JSC is the only producer of primary aluminum in the country. It is a high-grade aluminum produced by alumina reduction and cast into ingots. The purchase of high-tech equipment for the plant was financed at the expense of borrowed funds from the Development Bank of Kazakhstan. The cost of the project was USD 1,018 billion, of which its own funds amounted to USD 618.3 million, DBK - USD 400 million. 90% of the plant's products are exported. The export geography includes more than 20 countries of near and far abroad. At the same time, the lion's share is exported to Europe and Russia, and the remaining 10% falls on the Pavlodar region, where car wheels are produced.



Eurasian Energy Corporation JSC with financing from DBK carried out the reconstruction of power station No. 5 and the “Vostochny” coal strip mine, these measures allowed to increase the capacity of power unit No. 5 of the Aksu power plant to 325 from 300 MW, as well as extend the service life of equipment by 30 years, reduce consumption fuel and operating costs, improve the environmental and quality indicators of the power plant. The “Vostochny” coal strip mine provides this power plant with fuel, the modernization of the ash and sludge dump and coal storage facilities at the Vostochny open pit, as well as the construction of a cyclical-flow stripping complex (CFSC), made it possible to improve coal mining conditions by transporting an additional 10 million m3 of overburden from the mine. The credit line of DBK was US $ 360 million for a period of 8 years.



Pavlodar Oil Chemistry Refinery LLP with the participation of DBK modernized its production and brought the quality of its products to meet the requirements of ecological classes K4 (gasoline) and K5 (diesel fuel for summer and winter). The loan amount consists of two limits # 1 - up to 51.465 billion tenge, limit # 2 - up to 49 million US dollars. Today, the demand for the main types of POL in the domestic market is fully covered by the own production facilities of domestic refineries.

The complex for the production of railway wheels in the Pavlodar region of Prommashkomplekt LLP was launched in 2018. The project was built "from scratch", its cost amounted to more than 54 billion tenge, most of the funds, namely 36 billion tenge, were provided by the Development Bank of Kazakhstan in the form of a loan for a period of 19 years. The plant produces railway wheels of almost any type and has no analogues not only in the region, but also in the world. The plant operates an integrated automation system that allows online monitoring of all parameters of the process of turning a piece of steel into a high-tech product: a wheel.

The commissioning and reaching the full production capacity of these plants means that these industries replace imports and cover the demand in the domestic market, increasing the export potential of the republic, and also provide jobs for Kazakhstanis and pay taxes to the budget.
