DBK in the Regions – East Kazakhstan Region

The East Kazakhstan Region is an essential economic area of Kazakhstan, where large-scale projects in metallurgy, energy, agriculture, food, and manufacturing industries are actively developing.

The Development Bank of Kazakhstan plays a crucial role in this process by not only fostering the development of the region's industrial and energy potential but also actively supporting the export of Kazakhstani products. From 2008 to 2024, the bank has financed projects in the region for a total amount of 560.9 billion tenge.

Kazzinc LLP has implemented several projects with DBK’s support. In 2016, the company received pre-export financing of 17 billion tenge for raw material procurement, production, and export of products – zinc and silver in ingots. In 2019, DBK also supported the company by providing 17 billion tenge to cover the costs of raw material processing for copper and lead production. In 2020, DBK allocated 10 billion tenge for the modernization and reconstruction of existing zinc production facilities. This funding was directed towards upgrading industrial facilities, some of which have been in operation since the 1950s–60s, to maintain existing capacities and expand the production program.

According to the financial report for the first nine months of 2024, company’s export revenue amounted to 628.7 billion tenge. The main export markets included Russia, Switzerland, Belgium, China, and Hong Kong.

Currently, Kazzinc LLP produces 21 types of metals. In 2020, the company ranked third among all enterprises in Kazakhstan in terms of tax contributions to the state budget.

The construction of the Turgusun-1 HPP hydropower plant is another example of successful partnership with DBK. In 2017, the bank provided financing of 10.3 billion tenge for the project. The power station partially meets the growing electricity demand in East Kazakhstan and reduces the region’s energy dependence on other regions.

The hydropower plant has demonstrated high efficiency, with an annual electricity generation of 63 million kWh and a reduction of carbon dioxide emissions by 680 tons per year, highlighting the project’s environmental focus. During the construction phase, over 500 jobs were created, and the project has increased young people's interest in engineering professions.

In 2018, Sey-Nar Production Complex LLP received 2 billion tenge from DBK for raw material procurement and rapeseed oil production for export. The plant has a processing capacity of 26,000 tons per year, with an average capacity utilization rate of 80%.

For the first nine months of 2024, the company exported products worth 9.1 billion tenge, with China as the primary market.

Another project supported by DBK is Altyn Shyghys LLP. In 2022, the bank allocated 15 billion tenge in financing for the procurement and processing of sunflower seeds for export. Currently, the company processes 1,200 tons of sunflower seeds per day, exporting products to Uzbekistan, China, the UAE, Tajikistan, the Baltic states, and Azerbaijan.

As of the first nine months of 2024, the company’s export revenue reached 38.7 billion tenge. The project not only reduced production costs but also generated economic benefits by increasing tax contributions to the budget. During the construction phase, 350 jobs were created, and at the operational stage, 120 highly paid positions were introduced.

In 2023, DBK financed a pre-export operation for Vostokmashzavod JSC in the amount of 6.6 billion tenge. The plant manufactures engineering and casting products, drilling tools, vacuum and beneficiation equipment, as well as specialized and non-standard equipment.

According to the latest financial report for the first nine months of 2024, the plant’s export revenue amounted to 5.1 billion tenge, with Uzbekistan and Russia as the key markets. Currently, the enterprise employs 330 people.
