Development Bank of Kazakhstan JSC (a subsidiary of Baiterek Holding, hereinafter – DBK) announces the completion of financing for the construction of a wind power plant in the Karakiya district of the Mangystau region.
The project is implemented by Sarkylmas Kuat LLP, part of the international Universal Energy Co. Ltd. group, which specializes in the development and implementation of renewable energy projects around the world.
The wind power plant comprises eight wind turbines with a capacity of 6.25 MW each. The total installed capacity will reach 50 MW, with an expected annual electricity output of 188 million kWh. This will provide clean energy to thousands of households and reduce CO₂ emissions by 144,000 tons annually, supporting Kazakhstan’s environmental and decarbonization goals.
Financing in the amount of 122.8 million Chinese yuan was provided under a non-revolving credit line. Full disbursement of funds was completed on September 30, 2025. For the first time in Kazakhstan, a mechanism was applied under which a Sinosure insurance policy was issued within an investment project to cover the borrower’s obligations under a loan provided by a Kazakhstani financial institution.

The project contributes to the development of Kazakhstan’s green energy sector: it supports diversification of the national energy mix, reduction of the carbon footprint, and has a positive socio-economic impact on the region — creating new jobs and increasing local budget revenues.
На сегодняшний день строительно-монтажные работы и поставка основного оборудования завершены. ВЭС работает в тестовом режиме, а ее официальный ввод в эксплуатацию запланирован на текущий месяц.
As of today, construction and installation works and the delivery of the main equipment have been completed. The wind power plant is currently operating in test mode, and its official commissioning is scheduled for this month.
